The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are released from various governments. Considerable effort is allocated on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capability provided through current data. From observation points, military aircraft that had been deployed to engage hostile aerial threats flew past – sophisticated military planes provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: possibly the approaching threat won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Ongoing Risks

Following this, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a defensive team – most likely Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv faced the morning news: seven people killed, damage and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a dependence that regional partners are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, endure.

Political Considerations

It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is impossible to force Russia to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the situation will not change more in its benefit in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but preventing a total frontline collapse until situations evolve in its favour.

Existing Situation

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are driving the talks.

Conclusion and Outlook

It took a only one week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
